The Cabinet for Economic Development is the primary state agency in Kentucky responsible for creating new jobs and investment in the state. Programs administered by the Cabinet are designed to support and promote economic development within the state, primarily by attracting new industries to the state, assisting in the development of existing industries, and assisting communities in preparing for economic development opportunities.

The European Representative Office works in close conjunction with the Cabinet's Department for Business Development. As well as the Cabinet's international offices in Japan and Mexico, the European Representative Office in Germany facilitates foreign direct investment and export growth.

By statute, the Cabinet is governed by the Kentucky Economic Development Partnership (or the Partnership Board). The Partnership Board is responsible for directing and overseeing the Cabinet and adopting a Strategic Plan. The Kentucky Economic Development Finance Authority (KEDFA) is a statutorily created committee under the authority of the Partnership Board. KEDFA is responsible for awarding most of the financial incentives offered by the Cabinet.

Although the Cabinet is part of the government of the Commonwealth of Kentucky, the fact that it is governed by the Partnership Board, means it is run like a business. Moreover, the head of the Cabinet, Secretary Larry Hayes and the head of the Department for Business Development, Commissioner Erik Dunnigan both have extensive business experience. So has the Director of the European Representative Office Finn Weisse. Therefore we understand the business decisions that are involved in foreign direct investment and international trade.
